Elected rector of Abbey parish in St Albans in 1817, Small embezzled some £20,000 from the locals. The ensuing scandal made the national headlines and questions were raised in Parliament. To understand why Small did what he did, this talk considers his difficult family history and the state of the Church of England in the late Georgian period.
